They've had to do 43 cars on the same track before well before the field got cut to 40 (ie any EA Sports NASCAR game).
The reason why the damage looks a lot better on games like NT2004 and NASCAR Racing 2003 Season is because online gaming was very limited on games made back then and I bet nobody played a single session of a game from the early 2000s on a playstation 2 or 1990s Internet. It’s more of an optimization limitation than something that can be added in. That’s why Project Cars, Forza or any racing game that has a huge online community looks they way they do.
