It has about same damage, HP, distance as old Overlord had, just more aggressive attack upgrades. Can cancel with the same things still, like EMP snipers, AA Typhoons, Phoenixes, Wasps etc.

Marksman seem the more obvious choice, because the mustangs have less damage output against raidens per credit. However, mustangs are more reliable: If there is still chaff around, they will clear that decently, too. Also, if the raiden gets to fire back, mustangs will survive that much better. Last, you can deploy more credits worth of mustangs than marksman.
Importantly, the raiden doesn't have a plating upgrade, so unlike against wraith, overlord and phantoms, the mustangs will remain viable.
Basically, as soon as the enemy pops down a raiden, I'll follow up in the next round with as many anti-air mustangs as I can afford. Meanwhile, encouraged by their previous success, the enemy tends to double down on their raiden strategy. Often already the first batch of mustangs will help turn the tide, but the next round I pop down two more squads.
