1) Anti Air and Range techs: Once A chain tech Raiden gets going, it can start clearing your chaff while hitting your medium health units, but as a cost the Raiden loses 20 range.
If you can weaken or even remove a Raiden before it starts firing, you'll stand a better chance.
From what I've seen, marksmen and mustangs are favorites for this - And I will state that getting anti-air and/or Range can prove essential if you want to out range the Raiden once it got its techs up. (This is why I personally prefer the marksmen as the offensive counter)
2) High HP units. The Raiden can hit hard, and with the chain tech can start clearing chaff too... But it doesn't hard enough to obliterate high HP units like fortresses,vulcans,sabertooths, or perhaps even wraiths (though I haven't tried them as my tank unit against them yet).
Done right, be it by upgrading, techs, or items, those units can absorb some of the Raiden's blows for long enough while your other units dispose of the Raiden.
3) Clearing out the Raiden player's chaff/blockers to reach the Raiden unit quicker. Something to keep in mind as you set your army.

Lastly, it should be noted that when a player is committing to raidens with both chain and range techs, they are commiting a lot of resources to reach that point.
As such, I believe this Raiden tactic can't be defeated without at least some commitment of resources to countering it in turn. Depending on how much the Raiden using player has commitment, they may not have enough resources spare to adapt.
2.Farseer+Range. A Level 2 Farseer outperform a Raiden rly fast.
3. The Raiden attacks like every other Unit the nearst Enemy, you can outplay them sometimes with Worms or hacked Units under his Ass.
So I know, I'll EMP the Raiden itself. Except, that only works if you are REALLY winning the chaff war, because again, the raiden is the only unit that will consistently EMP units BEHIND chaff. So your emp units will very likely get their EMP tech turned off before they can target the raiden.
