Query on Photon Shields and Ionization

Do Photon Shields like the Overlord tech negate the Ionization tech similar to how Ignite and Acid are negated?

Yes while Photon is active you will ignore EMP.

Ionization isn't EMP. I assume OP is talking about the % of target's current hp damage effect. I'd have to test it to find out.

I think photon emission does not affect this new ability, but you can test it ingame in the test grounds.
