DLC content "not installed"

For whatever reason, steam isnt allowing me to download the DLC content even though I purchased and Steam recognizes that its in my library. I played the game and tried to choose Elizabeth and it said I needed the DLC, which I have.

I've tried unistalling and redownloading with no luck, can someone guide me in the right direction?

Have you gone to your properties and checked the DLC tab? Unlike most games it doesn't install them until you manually check the boxes, because you need to install the main uncensor patch before you install the DLCs (and in turn install the DLC uncensor patches at the end).
