The list is for the sound novels, so those don't count. Also, they only added those to fill in critical information they left out of the first season.
Extra arcs that were released in various ways, including ports for PS2, PS3, DS, etc. "Dice Killing volume" ("Saikoroshi-hen") is from the "Rei" fandisc. "Shame Exposing [or Embarrassment] volume" ("Hajisarashi-hen") appears to be anime-only as well. Wikipedia has a list of story arcs from the sound novels[en.wikipedia.org] (beware of SPOILERS). The arcs for other media are listed elsewhere.
There's almost certainly fan fiction, though.
Hou is the definitive official version of the game. It includes Rei, Outbreak, and Kamikanshi, as well as the predecessor work Hinamizawa Bus Stop. However, I don’t know if MG is going to include those arcs. Then Alchemist developed their Kizuna, Matsuri, and Sui ports which all included new arcs. These are official, but dubious in terms of canon. The Switch version of Hou will include all of what I’ve mentioned above, with Alchemist artwork.
The manga also includes at least one non-core arc focusing on a Kimiyoshi character. Again the canonicity is dubious.
When They Cry 5 is also confirmed to be in development, and it will probably be in the same universe. We have no clue what the content will be besides Ryukishi07 stating something along the lines of it having some form of open world.
I emailed MG a while ago and they said they would be translating the extra arcs from the Rei fandisc. So I hope this also includes the other ones in Hou hopefully.
And what's this about When They Cry 5? Are Umineko and Higanbana included as part of the When They Cry series?
No. WTC1 and 2 are Higurashi and Higurashi Kai, 3 and 4 are Umineko and Umineko Chiru.
Trianthology is from the same universe. You could also argue that every 07th Expansion game takes place in the same universe, though. But only Trianthology is confirmed.
Honestly, the 'universe' doesn't really matter that much. This is no MCU lol. Just read what you want.
They're translating every arc included in the Hou release, so basically everything that Ryukishi wrote.
