Bathtub Tower 2nd and "5th" floors?

So in the Bathtub Tower there's a bar on the second floor, and a "fifth" floor that you can manage to get to if you walljump correctly once the elevator hits the maximum height. However, neither floor has any function. Will this bar eventually have a purpose later on (ink colors)? I'm assuming that the fifth floor wasn't intended to be reachable, but considering this game's parkour physics and how there's ample space and the drain decoration on the wall, I take it that it might get a use eventually as well.
