You can't have more than one clothing set skill active at a time.
I'm currently running full Reaper with a fire/toxic combo and added electric damage via kits. The only synergy I have with the set is the Sneaky passive skill for boosting crit chance and the Water Flask for reducing water consumption when landing crits. I don't use War Paintings with Reaper because then your survivability goes out the window.
I think it's also important to look at a clothing set's slots for kits along with that set's ability. With the Inmate Set, you have no Protection Kit slots so you have to watch out when soloing. The benefit with Inmate though is the free 4 Battle Kits from the set effect and the greater value that the +% elemental damage kits have for you.
