Reason number 3: you can spawn 3 of them in a map, and in different locations, rather than once in one location. This isn't as big of a deal for your early zombie varieties, but once you start getting to the zombies that require two different kinds of zombies to create, they start to become as effective or more than some unique zombies.
Reason 4: You will never have a human mutate into a unique zombie. Having your regular and special zombies stronger will aid you when they spawn through infecting people on a map, especially when you start increasing your infection and mutation rates. It'll get to the point where you don't even need to spawn your own zombies, just dropping a canister or two and a burger or two and you'll get a chain reaction of enough zombies that you don't need to bring in any unique zombies or even use your 4/8 way dose of the virus.
