Yes, marine animals are present in other games, but, and correct me here if I'm wrong, they were only featured in the expansion packs. I wouldn't count the first Zoo Tycoon as it was a sprite based game, released more than two decades ago. I don't really want to speculate when it comes to the difficulty of implementing them in PK as I don't know anything about coding. It seems quite obvious to me though that marine animals will require more work. After all new lagoon/aquarium models will have to be created for them, as well as a completely different AI for aquatic creatures. This might not seem like a lot, but remember that PK is an indie game with limited budget. I'd say that it's a good thing that its devs focus on plausible, short term goals.
As for the flyers. I'd say that looping animations work best for smaller creatures. Something like Pteranodon would look better with an actual implemented AI.
I want Megalodon
Megalodon is a nice idea.
But he is not so far away/old - ~2,5mio years.
it would be really cool to have some heterodontosaurus
