You do not have to purchase it twice. Since you have 0.8 hours played, you should be able to request a automatic refund on steam and purchase it on the other steam account.
It's unfortunate but it's the only option available for dual pc streamers... Steam does not give the option to allow "Software" to be run at the same time as games on different PCs.

As a seller on steam I don't have access to any of that stuff, it's all handled by steam.
How do you set Steam to be offline without being "so offline" that it stops working, but "so online" that it has the necessary connection to the livestream platform to show the users?
I dont think it will work. The problem is that you can't have two games on one account and two PCs open at the same time. And unfortunately, it is also not possible to share the software via family library. :c
If you put steam to offline mode, only steam got offline. Steam will not detect your account is online so you can safely run games and stream avatar on same account with 2 pcs. Stream avatar will able to connect to livestream platform just fine.
I already tested that, just want to know what the devs thought.
