Option 2: You can still buy the cartridge version [amzn.to] for the Nintendo Switch and you won't have to worry about signing into Steam. The Switch version also supports 8 controllers locally, so you could mirror two displays using an hdmi splitter and have 4 vs 4 matches played on a single system.
Option 3: Play your dumped cartridge version with a Switch emulator and you can easily assign custom arcade controls for all 8 players. To connect your arcade buttons to your PC, you can use an IPAC board: https://www.ultimarc.com/control-interfaces/i-pacs/
Option 4: The system requirements for the Steam version of the game shouldn't be very high, you could just buy a used Dell Optiplex pc and run it. The main downside to the Steam version is you will have to be signed in at all times while you run the game, which means you will have to have a keyboard nearby in case you randomly get signed out.
