The only thing that surprised me is that IMC really brought some coders to code stuff like scalable UI... But it should've been there like 10 years ago, and it's probably bound to GEMobile development. Anyway, IMCSteam is fine even if only 100 players would stay active,as long as they can be milked with Lyndons. Bots? Oh, come on, bots would only make online counter bigger, why would IMC even care?
GE, or even GEMobile is a niche project, published by a relatively small publisher (Hanbiton), with little to no money put to PR anywhere (well, maaaaybe a bit in Korea and Japan, but anyway- close to zero).
ToS is a regular "classic" MMO , with a connection to Nexon (kinda big company. I mean...Archeage, Mapple story 1&2, FIFA on mobile devices, CSO, Dragon Nest...), way more resources spent on PR, and some relatively strong PR points behind it ("From the creators of Ragnarok Online!").
Of course most of efforts would be pushed to ToS. It`s easier to PR ToS, easier to earn money with ToS, and so on. And that efforts can be seen directly. Just look at IMC YT channel. ToS got DX11 update, being semi-2D game. GE don`t have in-built antialiasing in 2021.
