HELP: Valeria Recruitment quest

Am I really have to be in a faction to start? If there is any faction leader willing to take me in just to complete this quest is much appreciated...

Yes, you do need a faction to start her recruitment quest. It’d be a good idea to join a faction cuz you may also need it for other quests such as Master Guardian’s, Rose the Spirit recruitment quest, etc. And/or raids, for your quests (Blood Navy/Lucifer Castle/Bible/Castilla Hard Mode/Royal Road/etc.). Short-story-long, can’t play alone (can always create your own once you strong and/or got some reputation).
