It's pretty pointless to shoot at the dogs, in my opinion, and not necessary at all. Take a long distance crack at one if you want, but the best option when you hear that bark is to haul ass until you get to a good flat area, or slightly up a hill, turn around, look down, and sword that slob in the face. Works every time.

What does agro mean? I am new to this game and having some issues with the dogs. What does agro mean?
Aggravate. Get them to engage you and run in your direction.
It is an old MMO term I believe, we used it A LOT playing World of Warcraft for 10 years. Btw, I can't wait for Shadowlands to come out. If you guys haven't, check out all the big announcements at Blizzcon this year.. ooo boy
I've found that shooting at them long range when they haven't aggro'd is tough, so usually they aggro because I've shooting at something else. They are pretty easy to kill if you crouch and aim straight at them as they run up to you since you will line up a headshot very easily this way.
If they get in melee range don't even bother firing as you'll die by the time you've reloaded if you miss. Pull out the saber and smack that ♥♥♥♥♥ once or thrice. They'll either die or run away, if they DO run away as you saber smack them then pull out the pistol if your rifle is unloaded and fire away.
