Also: sometimes achievements don't fire instantly, only when you exit the game. I don't know why, it seems to be a steam issue. (still investigating the issue)
I just get an endless loading circle in the middle of the screen. The log is full of lines like this one :

The url works fine when I paste it in a browser though.
It was probably a delayed unlock from your previous attempt.
There is a command to reset a specific achievement:
(pasting text with ctrl+v works, so you dont have to type it)
go into the dev-console with F2
paste (or write):
steam reset _DEV_VIEW_HISTORY
open/reload the Progress Bar Simulator page in the steam client (go to "home" or somewhere else and come back, the achievement is gone on the right side. Your daily unlock still MIGHT show it.
paste (or write):
view history.mp4
open/reload the Progress Bar Simulator page in the steam client.
It should be back.

May i ask what operating system you are on?
Are you using a firewall, antivirus suite and if yes, which?
Do other videos work with the yt command?
Does the view history.mp4 work?
Weird, VLC wasnt able to play youtube videos today with the same error... looks like they might have done something there.... will investigate!

After tracking the issue further I have now an error from the youtube/google API and can try to hunt the issue down. It is definetly on googles side, not yours/ours.
I am REALLY SORRY for that, I will do what I can but I can not promise a patch any time soon
