penalty for negative resources?
lets say i have negatve amounts of titanium. does that make my battle suits fight worse?

You shouldn't assume. In all my games I have never been able to build a unit or building requiring a resource that I do not have. The game uses resources for even the units/buildings requiring that resource even while building it.
You are right, it is completely impossible for the enemy to pillage tile improvements (which means you lose the floatstone used by your LEVs), or for trade agreements to expire, or to acquire units using strategic resources through espionage (I got several xenocavalry that way).

It is clearly completely impossible to get negative strategic resources.

Yes there is a penalty. In the following screenshot I had no improved source of xenomass anywhere in my civ and the xeno swarm unit is defectors recruited from a covert op. You can see the 50% penalty noted in the info box.

Thanks. That penalty is steep, but fair.

Do you have any idea about stuff without combat values but strategic resource requirements (Wonders, non-kill sats, buildings)?
I asumed they might cost (significantly) more upkeep, as this mechanic would affect everything short of wonders too.
Wonders might just turn "off" temporarily till you got the resouce back.

But I have no data on that.

Or to conquer a city that has buildings/wonders that use strategic resources (that the city area does not provide itself) :)

So, lets say I have a certain number of strategic resources but not enough to cover al units ... does this penalty only cover a few of the unit requiring the strategic resource ... or all of them?

Example:
Without units I would have 5 Bio Mass.
Due to having 6 xeno swarm (lets say one of them gained by covert OPs) I have -1 Bio Mass. Do all 6 xeno swarms get the -50% strategic resource penalty, or only one of the 6?

I'd like to have more info about civil unit and buildings penalty. What's about wonders or building? What's about orbital fabricator or holomatrix?

To get more military than you can support is a mistake. But borrowing resource from other colonies and use them for civil purposes may be a strategy. I can't count the number of games where I'm missing either titanium or oil.
