It is clearly completely impossible to get negative strategic resources.

Do you have any idea about stuff without combat values but strategic resource requirements (Wonders, non-kill sats, buildings)?
I asumed they might cost (significantly) more upkeep, as this mechanic would affect everything short of wonders too.
Wonders might just turn "off" temporarily till you got the resouce back.
But I have no data on that.
Or to conquer a city that has buildings/wonders that use strategic resources (that the city area does not provide itself) :)
Example:
Without units I would have 5 Bio Mass.
Due to having 6 xeno swarm (lets say one of them gained by covert OPs) I have -1 Bio Mass. Do all 6 xeno swarms get the -50% strategic resource penalty, or only one of the 6?
To get more military than you can support is a mistake. But borrowing resource from other colonies and use them for civil purposes may be a strategy. I can't count the number of games where I'm missing either titanium or oil.
