Cities can be conquered easily. My basic attack force consists of two melee units and two ranged (2 artillery can level almost any city in 3-4 turns), for a low-def city, along with other auxiliary forces if it's possible (air support / naval / satellites).
From what I've noticed, a city's targeting priority, when having all these units in it's range is melee > naval > ranged, so your artillery should be fine.
Start pounding it with the range troops, set melee to fortify. Depending on the strength of the city and the size of your army, it might be a good idea to keep 1-2 extra melee units behind as reinforcements, should you require to retreat the initial wave (remember, wounded units are better than dead ones).
Once the city is in the red zone, start waking up your melee troops and close in to the kill.
Also, even though it's not specified (or I didn't see it), defense bonuses are still given for troops in forest tiles (not sure about hills), so keep that in mind when positioning your troops. Ranger units can also be set right next to the city since they rarely seem to be targeted.
by the way, can i target the specific unit thats IN the city?
This info seems to be completely false. 2 Combat Rovers 'humping' a city, 2 Marines in range as well but the city ignores them all and 1-shots my Missile Rovers. Non 'siege' units die in a single turn when thrown against the city and with how much HP they regenerate each turn it is just tedious.
