How to construct Mind Flower?

Pardon me if there's an existing thread but I can't seem to find this info anywhere.

I have 17 Affinity in Harmony and have the ability to construct mind stems, but I see no option to construct a mind flower anywhere, am I just missing something?

You will find it under the wonder area of the build list for your city and then you have to choose a tile for it to be built on.

I believe you have to progress through the Transcendance victory quest far enough to unlock the Mind Flower. That involves researching three technologies in particular.

Got it, I was missing a research. Something I wish the in-game infopedia had

Yeah, the information this time around is a little lacking, though I think it is at least partly because the fictional future tech is just less intuitive by nature.

A lot of the problems with not knowing what's what wouldn't even exist, if only the UI wasn't so rough around the edges. Every time I have to pause to look for a button I yearn for Endless Legend's absolutely beautiful interface.
