Black borders and scaling problems.
Almost every time I start the game it has a black border around it. Like it's being scaled down. About once in ten I'm lucky though and it stays normal. Changing the resolution to something else and back again makes the borders go away. Sometimes it reverts to this "scaled down" mode if I happen to alt+tab as well, even if I just fixed it.

I'm on an AMD Radeon HD6950 and got two displays. But even if I remove one display it doesn't seem to affect the issue. Changing scaling options in CCC doesn't seem to matter neither.

It has never happened once I'm actually ingame. Only in the menus and intro movies. So I guess it's not the greatest of issues. But If anyone can save me from the hassle of changing resolution every time I start the game I would still be grateful.

black borders means that the refresh rate you are using is not the native one

Ensure you're setting the right resolution and erfersh rate. Or manually set it in the ini file

Well, the .ini states 60 as the refresh rate. Just as the ingame options does. And thats my native. Switching from 60 to 59 in the options and back again still removes the borders. But if I alt+tab or restart the game the borders are back. And using 59 has the exact same problem as using 60. And I play on 1920x1080 which is also my native.

So basicly I'm using the exact as my native settings. Needless to say maybe, but I got no trouble like this with Civ V.

Doge, do you have the same problem? And if so do you mind telling me what kind of graphics card you have?

I have the exact same problem:

9/10 times, the game will launch full screen with black borders, 1/10 times, it will launch full screen with no black borders.

If the game launches without black borders and I alt-tab out of the game, or something (Skype or Raptr) takes focus away from the game, I will then have black borders upon returning to the game.

The refresh rate of my monitor is 60Hz, the refresh rate of the game is set to 60Hz as it is in the .ini files.

One thing I have noticed through checking (what little information there is on) Google, and checking the Beyond Earth forums on Steam, is that the majority of people I have seen make threads of this nature have been running an HD 6950, which is the exact card that I am using.

Try to locate the monitor driver inf file for your monitor/screen. They usually contains correct monitor timings instead of using the default PlugNPlay monitor.

Check your scaling preferences. My digital panels -> properites. You can try GPU scaling or test the other modes.

Enable EDID, or If you are techie enough , try to manually enter the correct timings for the monitors Also at my digital panels tab for the settings.

It's a weird one. The way I've found to solve it is when loading up, select options->Video Options and untick the Fullscreen checkbox. When it shifts to windowed, re-check the Fullscreen checkbox again, and voila. It seems to give me the correct full screen every time doing that. However, on leaving the game and re-entering it, it shifts back to the black border. Suspecting this is a bug with the game, and hoping it's going to be one of the things to be patched early.

I take this still hasn't been fixed?

I have a 5850 GPU and I think this happened when I alt tabbed the game. Even if I quit and restart the game the black border remains. Also I'm using Windows 8.1 and have the raptr thing from AMD installed.

Has anyone tried this on Linux?

Same here on AMD HD7850 and newest AMD omega drivers.
The only way I can get it to work as intended is to start the game in mantle but that's a pain too, as I have to start the game via the library every time. Manual mantle shortcut only works one time.
