Can someone try and explain these to me a bit? I understand the ops themselves, but the whole city intrigue, i'm a tad confused on and can't seem to find/change.

Basically after you send an agent to an opponent's city, every time you successfully complete an operation in that city, the city's intrigue level rises. It goes from 0 to 5, and the higher the level, the more powerful the operations you can perform. You start with the small operations like establishing a network or siphoning energy and repeat them until you've caused enough intrigue that you can do the big operations.

You can reduce the intrigue level of one of your cities by sending your agents to it (and certain buildings put a cap on intrigue). It drops pretty quick, which means it's hard to jack intrigue up past level 3.

To add to this, if you want to use some of the aggressive intrigue level 4+ options, then you'll want to be spying in a city that also has spies from other civs working there, which means either teaming up with another player to do so or keeping a very close eye on the intrigue levels across the board and jumping on when you see it rise somewhere.

Oh, hey - that's some nice info. Kinda paints the picture of a Mos Eisley from StarWars or a Budapest from the Cold War - all the great powers running agents around and all up to tricks.
Except with the way this game usually goes with all the AIs ganging up on you by the end, the spy-infested towns are all your's :)
There is also a building that makes 3 intrigue the hard limit forever after.
Makes the quest where you need a 4 or more intrigue op kinda hard if you didn't rush it since it appears the AI will pop one in each city pretty fast.
Oh okay, I was under the impression that you had to build something to increasse intruigue and it was your city intrigue vs theirs. Thanks everyone for clearing that up!
