wow this worked for me too. I needed to make a shortcut on desktop to the executable, then needed to pin it to Windows 10 taskbar to get the option for Administrator. I already run Steam in admin mode, but looks like that isn't enough. I didn't need to change the refresh of my monitor.
it does take a bit of time for the main menu to appear, maybe 45 sec. even off an SSD
Update: the problem is 100% with the Steam client because another copy of the game which is not tied to Steam starts perfectly on my computer.

I tried running as administrator, but still no launch.
I uninstalled game, then reinstalled it and...
IT NOW WORKS!

I'm working with Nvidia drivers v.431.36 on a 1070. I typically don't install the latest and greatest Nvidia drivers, unless necessary.
Also using Win 10. V1903, build 18362 --- you need to update..
The last batch of Nvidia drivers I used was February 2019, and was on that until about May (probably when that Windows update came out). Gradually incremented thru the following months' Nvidia drivers till I found one that works for me for all the games that I play. I generally increment from there once a game fails to work right.
Windows Updates I install immediately. And yell a Microsoft as needed, preferably to a call center person so that cases get created, and call center managers panic about # of incoming calls. I think 3 months should be enough soak time for you. I called them twice this season :D
My gaming machine also isn't mission critical, so I'm okay with canarying thru.
