Yes there is. I have been playing this game since I woke up this morning (I live in Japan) and I was playing through on Sputnik difficulty, just to learn the game, when I suddenly lost due to time victory of the only other AI on the map.
There are listed 5 victory conditions, which you can turn on or off under the Advanced tab, but none of them are Time Victory. There is an explaination in game called "The End of Time" which states that the player who has the most points at the end of the 500th turn (on standard speed) automatically wins - yet there seems to be no way whatsoever to turn this off.
I still have no idea how to turn the Time Victory off.

I see no "Time Victory" option at all anywhere. All I see is the "Max Turns" option, which has always been turned off.
I also checked in the Hall of Fame and it states that the AI won a "Time Victory" on turn 330 for Quick mode.

My first playthrough was just to learn the game, myself and one AI on Quick mode.
I got up to the 330th turn when I suddenly lost. I checked in the Hall of Fame and it states that I lost due to "Time Victory" and yes the max turns were turned off. I highly doubt that I would unknowingly click on Max turns and type in the number 330 without realizing it.
If you go into "Other" and then the "Civilopedia" there is a tab on the left "Victory". Under this tab there is one called "The end of time" which explains that the game ends when the game reaches turn 500 on Standard mode (it varies with game speed) with the highest point player winning the game.
The other 5 victory conditions listed are the ones that can be turned on or off within the Advanced screen when making a game.
This is my point. Any of the 5 other victory conditions - Purity, Harmony, Supremecy, Contact or Domination - can be turned on or off, but NOT time victory.

Go to your assets/gameplay/xml/gameinfo folder and open the CivBEGameSpeeds.xml file with notepad.
Scroll down to the bottom and you will see the following lines:

Simply change the <TurnsPerIncrement>330</TurnsPerIncrement> lines from 330 or whatever to 55000 or whatever you want (0 maybe?) save the file and you're all set.
While this works...it's definitely not the solution I'd recommend..Shrug changes a mechanic of the game in a way that forces you to change it back if you want it on....

this is my solution and allows one to disable/enable time victory as normal
That said, it was my understanding this game was meant to have no time limit. STill if it is an issue, change turn limit to 999. I cant believe anyone can milk a game out that long.
