I select city and click on icon and only get a disapointing thuck sound.

I was missing the (6?) hexagons that show it where you want it to go.
At least that's what I think it is. Anyway thanks to you it is now "launched").
You can also only place them where you have satellite coverage, so you may have to place relay satellites or have special perks enabled in order to place them where you want them. (I.e. station satellites may require a perk from an agreement that gives you coverage over the remote stations). Usually you will only have coverage (especially early in the game) over your own cities.
In the "unit" state, you can move orbital units between cities if you have any extra cities, or you can launch it. For both of those actions, there should be buttons in the unit action bar.
In the "orbital unit" state (that's when the screen turns blue after selecting the unit), the unit is stationary and is stuck there until it stops functioning after a set number of turns. You cannot do anything with it (other than to delete it at any moment in time).
So if you accidentally launch a unit incorrectly, you have to produce a new one.
