For those spoofing their IP with outside software you should read this
You agree that you will not use IP proxying or other methods to disguise the place of your residence, whether to circumvent geographical restrictions on game content, to purchase at pricing not applicable to your geography, or for any other purpose. If you do this, we may terminate your access to your Account.

This is directly from the ToS from steam. Section 3 subsection A paragraph 4

People dont really care about that. Almost everyone did the same with Dead island in 2011, the BL series and so many other titles.

Best if you just ignore it.

to be completly honest I don`t think steam gives one, so good for all those whwo can be bothered to do it.

I can see why pricing and stuff would be a reason to keep an eye on this, but why care about geographical restrictions? I know you legally have to say it, but if a game like this came out that I couldn't buy due to my place of residence I'd be rather annoyed, possibly to the point of trying to get around said restrictions.

Does this issue really effect Steam that much? People in restricted areas tend to buy physical copies of games from other parts of the world, but I've never thought about how it would effect digital media.

Ahhh but if I rent a room at a hotel in Japan online then it becomes my place of residence. Thus using a Japanease IP is well within the steam ToS

Using a VPN to spoof your location is against ToS/SSA, and discussion of it will not be tolerated here. Those who insist on keeping advocating it, or giving instructions, will be banned until after the full unlock in all zones. The first of these bans has been handed out now.

because its a violation of the Steam Terms of Service you agreed to when you opened your Steamaccount like everybody else did . Just because you might have not bothered to read that , does not means that they are not valid for you.

I'm not advocating it either, I'm just saying it's understandable and was hoping to learn a bit more about official reasons for not allowing it via discussion.
