From what i have been reading on the forums. you can preload BE on the 22nd. 48 hours before the game comes out. ^^

Its going to release at 12am friday the 24th for everyone. but not everyones gonna get to play it at the same time. We here in new zealand will be the first in the world to play it when it releases. Then Aus 2 hours later.
its the same as when halo 4 came out. NZ got it first. :P

Last I heard, users in North America all got it at the same moment, midnight eastern; releases in other regions hadn't had specific times announced, it might be midnight eastern as well, it might not.
