I don't really see how one bad city you created will bleed you dry though. If it's the unhealth it causes, it's no big deal, and if it's an economic cost you can sell the buildings in the city (though I rather doubt a city with enough buildings to cause a substantial economic strain will be a bad city)
And cities in terrible spots can always be made somewhat decent with enough effort (unless it's surrounded by Sea Ice since that stuff's completely useless. Even snow can be Terrascaped). Barring that, you can use it to send out a trade route to a big city to give the big city a good chunk of extra food and production.
If you really want to get rid of it though the only way is to sell it to an AI. If you choose the nearest one you may even get a rather decent deal for it.
