Why can't i rebase my planes?
I must need a building, but which is it?

No building needed, perhaps your cities are too far apart?

That's likely the problem - you need to keep your cities at a certain distance to be able to move fighters between them.

Options for moving between distant cities are to make a new city as a midway point, or, if they're separated by water, move a Carrier into the gap.

It was not distance.

I built a bunch of buildings, around 20 turns later i was able to rebase the plane to that same city i wasn't able before. One of the buildings must have unlocked this ability but i don't yet know which one, because another one of my cities can't receive planes yet for now.

You can rebase planes as soon as they are built no technology required. Perhaps (and a very big perhaps) getting extra orbital coverage gave you extra range. Either that or you moved a aquatic city.

And yes it might have been the orbital range i guess.

No, orbital coverage isn't relevant.

I think the number of aircraft you can have in a city is dependent on certain buildings, but you don't need any buildings to have at least one aircraft in it.

Same problem, I am not able to rebase my plane. The cities are pretty close as well.

Planes can rebase as far as double their current operational range.
Cities can hold 3 planes. No buildings change this.

Tfw my city is one tile out of range.
So do I have to like wait until I get a unit to move it?

You can use a carrier to get a closer position. You can increase the range of the plane (by upgrading it with affinity. Range is 4 at Tacjet, 5 at Needlejet, 6 at top tier, and Harmony tier 3 gets +2 range when undamaged). You can make another city in range. You may be able to get there by jumping through other existing cities.

The aircraft can only move to the nearest 3 cities. Click rebase look at your closest city it will have a blue ring around it meaning you can rebase. Basically it stops you from spamming aircraft instantly on to an area you are under attack like in civ4. You can move your aircraft eventually to the target city but it may take a few turns of rebasing until you get there.

No it's not about the "3 nearest cities", aircrafts can be rebased in a radius that is twice their attack range (which is displayed as "movement").
