Weather satellites and advanced tech. I put farms in the first 2 rings, and either terraform or biowell in the 3rd ring depending on whether it is a land or water hex, 37 hexes per city on a honeycomb grid. (Caveat: I do keep tile enhancements on the ones that have them, but any ordinary tile will be farm, biowell, or terraform.) You can support well over 50 citizens per city (I have never reached the maximum, even in a marathon game, but I have gotten over 40.) Don't forget the cultural advancements that perk the terraformed hexes, not just tech. You can get 3-6 food per hex with maximum coverage of satellites. I usually do 2 food and 1 "other" per city, depending on what "other" I may want. 3 satellites is the max per city, and they have to be laid out in a systematic way also. The biowells and terraformed hexes provide the health necessary for the large population, with plenty to spare. I usually have max health if I make it past the mid-game (Apollo) which gives additional multipliers on everything (including food). Some of the "other" satellites will be teleporters to quickly move the fleet where it is needed, for instance.

I plan out my cities from the very beginning, and raze anything in the way that doesn't match the pattern. I usually let other factions live so that I can keep up trade agreements.

There are other city patterns that work as well, but this one gives the highest population per city. It does require a lot of travel for planting new cities (7 or more hexes travel between new sites) which makes your colony units vulnerable and expansion a little slow at first.

If you make it to the end-game, you should be doing cultural advancements every 2 turns, purchasing units and buildings for new cities, and be making several thousand energy per turn. I tend to max out the culture and tech trees, and then do one of the victory conditions. Someday I may play until I max out a city, just to see how big it can get.
