An idea for a balance and theme update could maybe be declaring yourself a goblin kingdom as a last tier upgrade, and getting the same amount of goblins a year (or more) as you would get if you purchased from the goblin slave trader.
Would save having to be a "slaver-esque" type kingdom with goblins through goblin slave trader, and be more on the "good" scale instead with goblins happily joining, even if their small brains just see it as everyone else doing it happily.
Can even turn it up a notch and have the disadvantage of choosing to be a goblin kingdom, to dice roll how many non-goblin citizens and soldiers pack up and make their own new independent, goblin-hating kingdom.
