For all cages, always have a "solution" to them.
1. For "cages" with no possible normal interactivity, still allow the player to find the location of the camera from clues in the picture and either
a) tip off someone to destroy it (requires making "friends")
b) enhance it, (re-aim it, add night vision, add zoom) and find something that can be recorded for money
2. For cages with conversations, add "record" to them, but also allow playing them back x2,x3 and rewinding/scrub so you can pick out words faster. Basically allow the player to PVR the cages, so they can check them. Some activities need to be caught in real time to "feed" them.
3. Not too thrilled about the heath/sleep/eat design. Perhaps borrow an idea from "the sims" here and simply make the player lose time/money if they forget to eat/sleep/bathroom, and have health points always recover when sleeping/eating unless the player has become "sick" from eating too much junk food. The problem in the existing game is that these values tick down too quickly for the amount of time that passes, and should just be automatic when a threshold is met.
4. Same with the jobs. Allow the player to just select a recurring job, this will of course impact the time they can watch the cameras live, but it's better than the current method. If something conflicts (eg activity in cage X will overlap with this job, skip work to watch, record it and go do your job, just go to work) would at least simplify that aspect.
5. The "landlady" is a bit messy. If you are absent she leaves a note. Perhaps give the player an option to "pay in advance" rather than miss paying her. I know the game is trying to give the effect of renting, but paying in cash is something that is only reflective of slumlords. So you could do "you pay the landlord for (1, 2, 3, 4) times in advance, she gives you a receipt and says "see you on (next date it would be due.)" It also adds an additional mechanic where the landlord may forget you paid them already and you need to have taken the receipt at the time, or you have to pay anyway.
6. If adding a PVR mode or some sort, make the amount of "Storage" relative to the source. eg the limo driver who was taking photos, basically comes and goes at set times, so they can be recorded each time with a time stamp. The self-help book writers basically spend all day in the basement somewhere, and strike up a conversation once in a while, so the PVR would "record the entire time" they are there, thus only being able to review one recording.
I mean, I guess if you had too many going on at once it'd be stressful but still
