Unable to start game on Blue Reflection

I just got a new Hard drive and started downloading my games on it. All the games seem to work but not Blue Reflection.

It says in a error box when i hit "Start game" in the launcher menu.
"Windows cannot acces the specified device,path, or file. You may not have the approperiate permissions to access this item.

Then i click OK and it says
Unable to Start <Lily> - Close all the other applications, restart windows and start the game again.

I've tried, rebooting, verifying the files, repairing my library folder, uninstall steam, uninstall Blue Refelction, updating my download region. Adding my Windows account full permission to the the steam/common folder and everything in it.

Any advice?

That is an odd error, I would have suggested changing permissions myself, but you've already checked it seems.

As it is a new HDD, first of all, what file system has it been formatted as? Ensure it's formatted as NTFS, that may or may not cause problems - you can usually tell by right clicking from my computer and selecting properties.

Could your antivirus be interferring with the game? Some people with Bullguard have had problems with some games. that fix was to go to the anitvirus settings as follows:
- General - Main
- uncheck the box that says "allow bullguard to protect it's components against termination"
- restart windows.

I finally found the cause of the error. I have an Anti-Virus program and checked the quarntine section and sure enough blue reflection.exe was in there along with a Corsiar link service. Thanks for the suggestion on the AV which was a big help.
