Don't need to download, it's in the game. I managed to do it by swapping files, you'll have to extract them though.

1. Extract PACK00_02.PAK using a18_decrypt.exe
2. Place files in correct folder structure "SteamLibrary\steamapps\common\BLUE REFLECTION\DATA\"
3. For Hinako, go to "SteamLibrary\steamapps\common\BLUE REFLECTION\DATA\x64\character\pc00"
4. The file names are kinda self explanatory, just back up what you want to swap
5. Rename PACK00_02.PAK so the game reads from the extracted files

EDIT: After fiddling a bit I found a beautiful outfit for Hinako, which is hidden in-game, and the PE uniform. Cool. Thank you :)

FYI, the cute casual outfit is labeled pvt and the PE Uniform is labeled tng

dlc_als is NoA costume
dlc_arn is FF15 costume
dlc_bkn is Bikini DLC
dlc_frs is Atelier Firis
dlc_rrn is Atelier Rorona
dlc_slr is Sailor Bikini
dlc_twl is Bath Towel
dlc_vac is Summer Outfit
nkd is Nude Body
pjs is Pajamas
pvt is Private Outfit
rft is Reflector Outfit, changing this will change the combat outfit effectively
scl is School Uniform
swm is School Swimsuit
tng is PE Uniform
udw is Underwear

Also, all the COSTUME_w is the wet varient, so probably a good idea to swap those too

No, how is this even count as piracy, every costume is already in the game's directory, what this do is just renaming files literally

Piracy? Probably. These are just costume DLCs though so if you have already bought the game they have enough of your money i would say. The amount they charge for stuff like this is totally unreasonable and shouldnt be supported. Chances are high i wont bother messing with the files myself though just out of being lazy.
