or at least not working with Win7 64bit
so a fix would be nice ...
Actually, running steam as administrator and reinstalling the addons did the trick for me. At first I tryed running without privileges and typeing the admin password when promped, but i got the poblem that you described.
Afted tying this method, I still got an error, which prevented Arma:OA from running both PMC and BAF. I just tryed executing both of them separately from steam library. Some sort of install window showed, saying that it was compying the expansion from one location to another. After this, Arma:OA would launch automatically. The first time I did it I got the error again, but only with one of the expansions (the one I hadn't yet executed separately).
After doing it with the second, everything was ok with the game an all of its expansions.
this is just super annoying for those whom dont know about this. issue. Have quite afew friends whom want to get this game to work and its just not doing it.

And its been maybe over 6 times now i try to get the DLCs to work.
