Final puzzle to get medallion piece

I'm doing the puzzle correctly (the one with the clocks in the photos needing to match the time on the alarm clock). I even watched a couple walkthroughs to make sure I was doing it right. I've retried it more than a dozen times (meaning hit the alarm clock for new times again a dozen different times) and I'm still not able to get that compartment open to get the medallion.
I'm playing on PC. Anybody have this issue or know what's going on or what I might be doing wrong? Like I said, I even watched walkthroughs to make sure I had it right and I'm doing exactly what they were doing. The game hasn't been buggy or weird on me at all, but this just doesn't make sense. Help please!

There's a double zoomable badge that gives the order the combination goes in. I mean what we're trying to match with the last digital clock display.

The way we suddenly have a puzzle that goes far away from physics (with the pictures) kind of threw me off but I got it once I saw what was going on.

The portrait has a meaning.

The three buttons on the outside change the position of the clocks. You have to figure out which button corresponds o which clock. The picture of the soldier should give you a clue.
