I wouldnt be so annoyed if it was like $5, but $15...
Taking a tycoon game, turning it into a time management game and expecting it to work is just not that smart. I can't even tell if the devs have the quality to make a good game. It feels like they had to release the game too early for some money to keep the doors open. But that just doesn't work when you have a game with this kind of history and in that state.

First, I played PGM 1 for more hours then I should have before realizing that it was completely based on RNG, once I realized it, I couldn't play the game anymore. I would not in a million years call PGM 1 a good game.
Second, since they basically changed the genre, I can see how their decision to start a new project came to be. And giving out free copies to everyone who owned PGM 1, shows to me that they were convinced their product will be good. What's the point in risking bad reviews by handing out free copies to people who are already against you before you even get a chance of making a single buck.
And third, I don't think it's fair to assume when and it what state, they would have left EA with the game.
And last, if their intend by that point would have been to scam out as much money as possible and move on, I doubt they would have announced their pulling out of the project within days after their EA release. After all one of the requirements for a refund is owning the game for 14 days. They left a lot of room for people to refund the game.
Also, if you check Store page, they changed the name of the developer to some other invented random name with 0 games, so it doesn't ruin their main reputation so people keep buying their other games they released before that. But now they are already working under a 3rd dev name, with the same crew... E-Criminals.
