Came here with the same question. There doesn't appear to be an actual implementation of the Steam Workshop yet.

On the bright side, the game is very easy to mod. There's tons of stuff open to editing in /assets/data/. Easily readable too. I was pleasantly surprised to find that.

2 Years later. Still no real implementation of steam workshop or mods online.
