It will make your ship aim straight at an enemy if you are within about 5ish degrees of aiming at it yourself. Think of it as a slight amount of aim assist. Oh, and there are two ranks to it, though I don't know what the differences are. Perhaps rank 2 has a larger arc of assist.
For projectile shots (bullets, animal shot, etc) it can actually be unhelpful, as you need to aim ahead of a mobile enemy, while this will make you miss more often. For laser style weapons, I suppose it can be fantastic.
