Learn the receipe under the medical tab, they are crafted on a superior laboratory (Level 3) It takes iron ore and charcoal to make the steel ingot sheets, then you put the sheets into the smelter and smelt them all. You might need to put in a bit of fat to get the temperature high then put in charcoal so it smelts properly.
