Try this:

In steam, right click on the game and select "manage"
Click on "Browse Local Files..."
Open folder called "SYSTEM."
Right click on the game icon and select "Troubleshoot compatibility"
Select the recommended settings
OR
Still in the "SYSTEM" folder, right click on the game icon, select "properties," then "compatibility," then "Run this program in compatibility mode" and try selecting older versions of windows.

This is the same error i receive, installing GD3D11 doesn't help. It's possible the games compatibility does not work with RTX 40 serie GPUS.

I have uninstalled, reinstalled, updated ini files, used legacy renders, did manual installation, did steam workshop... nothing works.
