Instead of messing with the .ini file and individual patches, can you try the single-EXE Steam Fix linked on this page? Make sure you fetch the "international version":

I applied the international fix, the game starts, with borders even on fullscreen, locked at 25 fps and at 1.08j.
First of all, if you and I are similar that you bought Gothic Universe in Gee2Ay and are running in windows 8.1, here's what I did. Follow the link D'amarr from Darshiva posted ABOVE.
I'll assume you've made a clean reinstall of Gothic.
1.) DL and run the International Fix
2.) I was prompted to disable DEP, which I did. Rather I tick the option for the essential processes.
3.) Gothic DOES run after using the fix, but it's on 1.08j and you need 1.08k PLUS it'll run with borders on and at 25 fps.
4.) Just do the manual patches you've been doing prior to doing this fix, considering that's what you've been doing and most likely still have the downloaded files.
