How do Actions work?
What are the numbers at the bottom right of the card for? If we use a card can we not use any others? Does anyone know what prevents you from using an action if you have enough prestige/money and you're not doing any others?

1st: the numbers I believe you are talking about are the ones in the little cirlce. Those are the ranks you can have of that card. e.g. Leadership training 1 when you fully activate this action the your card training level is 1 when you upgrade to be able to select it again, then you are training it to be level 2. Kind of like how perks work for units and armies.

2nd: You can only use on at a time. Say, you start Leadership training 1 you cannot select another until leadership training is finished. But to start another one of the same type you must increase your rank. So to get level 2 leadership, you must be a BG.

3rd: Some actions require you to be at a different rank or incharge of a specific unit. Then there are the types, such as Personality and Finance. Each rank allows you to do at least one of each type, but again you must meet the proper requirements and have a high enough rank.
