Devs have given us a modding tool and it is in every game folder :)
If you can open notepad and pay attention to where lines are you can mod a ton of things.
Or you can use the modding tools to straight up export changes you make in the spreadsheet right to the game files.
Just remember to back up those files or do a steam verify if you want to revert.
I have played around with all sorts of things like changing weapon stockpiles, income, starting funds, starting policies, unit behavior, you name it. A lot can be easily adjusted.
