If you are using the order on little menu where you can mount/dismount, detach scouts etc. you have to give it time. When you use this menu to tell them to charge you have to give your brigades or in this case regiments time to receive that order. This took me some time to figure out but it works pretty well with infantry in the regular game and I'm sure it's the same in Whiskey and Lemons.

Turn your AI off

Go into another one of the boxes and click the button labeled "Cold Steel"

Give it time for them to get the order from Div. command

Once they get it go to the desired unit and right click on them (just as you would to have inf shoot a unit) and they should charge shortly

(to confirm it is activated see if you have two swords crossing when you hover over a unit as that tells you if they have the orders for a charge or not as it's the crosshair by default for the cav to shoot)

Alternatively,, if you hold down the right ctrl button you can order any cav or infantry unit to charge directly at the enemy unit you're clicking, though be warned they won't pursue so if said unit moves too far in the interiim, your unit will stop and just start shooting.

But other than thatt, you have to wait until your charge order arrives to actually give a charge command. You can tell when the double-saber icon shows on potential targets instead of a crosshairs.
