You can always start a game, save, and then go into the save folder created and change your character's rank in the commanders.txt file. Use a created officer's file iin the Avatar directoory for reference to which line decides an officer's rank.
Granted, you'll still have to pick a colonel or captain level command at first, but put in the promotiion and give yourself enough prestige and the game will make higher commands available. Or just further save-hack under the... I believe regiments.dat file to change thee commander ID number to your character's (use your character's entry in the commander.txt file in your save to find your character iD).
How does this help? Well you can set starting money and prestige within the config file to 999999. With prestige you can push your promotion (little bar midway in your character card on the bottom left of the campaign screen when it opens) with prestige. The bar is just under your traits, like westpoint, artilry offficer etc,
You click the eagle symbol or on the bar to use prestige to fill the bar up and again to request promotion. You will see if you click it a third time a pop-up with promotion already requested will appear. At higher levels of promotion if will say, cant be higher rank than your commander. In which case take control of an Army with a higher rank leader.
The first promotion you can get pretty much instantly, the second one I think requests you command a higher tier than you currently do, so you need to take command of a division somewhere. The third is similar and take a month or two to be approved.
Once you are allowed the army/corps command then take over an army that has a division in its command tree, or create your own division and request attachment to an army and then take over the army. You need to have a division in the army when you take it over to reliably make divisions under you. Otherwise you take over one of the armies that only has brigades in it and cant make divisions because that level is missing in the army command chain.
I take over the smallest army and make it my own, using prestige to create divisions and brigades under me, recruit soldiers, and use prestige to get the best officers you can for each unit.
. The other great things you can do with prestige is using it to make units, and upgrade units weapons. Also you can use prestige in the projects tab to get horse artillery, better weapons etc. With enough prestige you can get everything in the projects tab and really kit your units out.
This is all on the cenfederate side I should say, no idea on the union.
Otr useful edits you can also edit the number of units you can command at each rank. The salary at each rank, annual promotion speed. How quickly you can settle arguments with another officer. Cost of projects, cost of taking over units in battle etc. The number of companions you can have AND the bonus they give. So you can have 9 companions each giving 9 hours in camp, which means your army will get lots of training, morale, supply, readiness etc.
Once you get into the file and have a look you will find the things you want to change to customise your game to what you want. Good luck and have fun!
