Are you play as the Confederacy? If the answer is yes, I’m guessing your textile production is relying on cotton as opposed to wool so there isn’t a high demand. When demand is low the farms wont make profits producing wool so they’ll just focus on crops, livestock or forage.
Since your farms are focusing so much on crops, I’m guessing you’re playing as the Union and there’s a very high demand for flour. Flour is the only product that actually requires crops to be produced (4 crops make 1 flour). If you’ve put down a bunch of mills to try and meet that demand, your farms are definitely going to switch to crops!
I suspect the only real solution is more farms. Both uniforms and food are needed. Still, I wonder if the guide hints at fertility determining crop types.
