I've consistently chosen ambulance corp, first; then, one of two of skirmisher perks, and tried an assortment of the others. The only ones that appear to directly impact my battle performance are the balloons (for seeing the battlefield) and skirmisher perks. A 25% kill rate, when surrounding baffled cav units with 3 skirmishers is awesome.
For me, it depends upon which theater. I only play as the South because the AI is tar-tar.
This is how I generally roll.
Virginia
Army 1: flying columns, ambulance corps, imbedded reporters
Army 2: flying columns, ambulance corps, expert scouting
Tennessee
Corp 1: flying column, ambulance corps, embedded reporters
Corp 2: flying column, ambulance corps, expert scouts
Corp 3: flying column, ambulance corps, sappers for siege
Corp 4; military intelligence, expert scouts, skirmishers
Arkansas/Missouri
Corp 1: flying column, ambulance corps, sappers for siege
Corp 2: flying column, expert scouts, ambulance corps
Corp 3: flying column, military intelligence, expert scouts
Texas/West
Corp 1: flying column, expert scouts, military intelligence
i test the rest.
I'm not sure there is an actual "skirmishing" perk at the corps/army level.
