Regiments ARE NOT coming.
It depends on the Administration of the Officer and his Experience.
In any case, I found that if just left to their own devices during the warm months they will slowly accrue training, (slower in Winter) but due pressing matters (A billion angry Yankees) I found battle was the best trainer and at best the new Brigades went in "Poorly" trained rather than just "Untrained".
That just does not seem like a reasonable way to send troops to battle, except unless your name is Vald the Put.
I haven't really experimented with it, but your enlistments to begin with are only for 12 months. Six months training just isn't feasible, in my mind at least. But hey, your mileage may vary.
Ideally for first battles I want my chaps dug in for a defensive position. To let them see the elephant but not be trampled by it.
But yeah, I see your point.
