Pontoon bridges for extra supply efficiency is good plus if you're Union going down the MIssisipi its nice.
The Foot Cavalry is handy if you like Forced Marching - I actually forced march pretty regularly as it doesn't seem to drop cohesion too badly or lead to disabled troops much - I used to avoid it thinking it was going to be terrible but really isn't.
Also the various siege perks - such as the one that give +25% siege firepower is nice just for getting those over with faster.
Lastly on armies - if you have a purely cavalry army for raiding out west - the various perks that increase raiding ability and support drop are quite nice - add that in with Flying Column to carry more supplies on the March you can really drop opponents support in states by raiding them.
In terms of unit perks you're pretty bang on - I just give sharpshooter to units that have the more accurate rifles like the sharps. Everybody else gets iron discipline or deadly volley. Some I'll give the hand to hand combat perk more for role play rather than actual practical considerations as charging normally isn't super useful.
The easiest way to gain perks with navy is have it sail around with an ironclad in it. Ironclads give exp with movement. Blockading and battles give exp, but after a year on constant blockading i've gained all of 3% of the required exp for the first perk.
give tham Sharps carbines, dismount, get them in loose order and just watch what they do to infantry. It's so overpowered unit that it's almost ridiculous.
If you don't have sharps carbines (range comparable to rifled muskets and 9 shots per minute), at least make sure it's fast firing.
But I just can't seem to get hang of it with Cav. So I just started to send them to scout and then they just sit there. Capture a VP or 2 here and there.
I know game doesn't let you use them as they were historically and in my opinion they are overpowered. With one brigade armed with Sharps I destroyed whole division(3 infantry brigades plus some artillery) once - mostly because they attacked one at a time, but still.
Just fire-at-will will not gain exp.

Cavalry comes in handy all the time:
Tactical:
- First as scouts on the battlefield.
- Protecting a flank
- Eyes on an extended flank
- Protecting artillery
- Rolling a flank / Reserve help on flank
Strategy Map:
- Destroying state morale in raids
- Scouting on strat map
Some people use them to charge artillery I don't use them for that, I tend to use skirmishers
Basically I find them to be a great support unit.
I tend to upgrade my larger cavalry units to those guns that fire off like 8-12 rounds a minute. The smaller ones I sometimes upgrade or upgrade last, they tend to be my mobile scouts.
Regarding Perks: I find a lot of them underwhelming and not consistant with the game mechanics. Thus both the strategy map perks and tactical perks there are only a couple tend to pickup. Gets very samey.
... has anyone ever gotten cold steel for Cavalry to progress once it's chosen. I have melee 4,000 troops in one battle with a cavalry unit and no progress.
