There is a few ways to edit the game to get more recruits. Generally I will go to the Grand Tactician Civil War/config file....open up campaignprefs.
search for this line
Standard recruit rate for volunteers if state support is 100%, calculated of total population [0-1]
Currently the number is .03. You can increase the number, and itll increase recruits for both you and the enemy. Just be aware each unit costs money ie having a negative effect on your credit rating, so you can only construct what you can support as stated about.
If you want to give a certain state more population, and in turn more recruits, youll have to go to the Grand Tactician Civil War/campaign folder, and depending on which campaign you are playing (A is Feb 1861), then open the nations.dat folder. You will probably need notepad++, though I am not sure. When you open that, youll see this

Those are the numbers you change for that
